CLEvolution Terminal Modernization Development Program
Proven Airport Experience. United Around Cleveland.
The Weitz-Panzica JV, with Skidmore, Owings & Merrill (SOM) as Lead Designer/Architect, brings together proven aviation experience, integrated design-build delivery, and firsthand knowledge of Cleveland to advance the CLEvolution Terminal Modernization Development Program.
Weitz and SOM successfully delivered the award-winning Kansas City International Airport Harry S. Truman Terminal, a major airport program that required the same kind of close coordination and disciplined execution that CLEvolution demands.
That shared experience is complemented by Panzica’s established Cleveland presence and Weitz-Panzica JV’s current work at Cleveland Hopkins International Airport. Together, we bring both the perspective to deliver a transformational aviation program and the local knowledge to make it successful in Cleveland.
One Team. One Vision.
One Cleveland Gateway.
Our Approach
One Integrated Team. One Connected Experience.
A great airport does more than move people efficiently. It welcomes travelers, connects them to where they’re going, and shapes their first and lasting impression of a city.
Our approach brings the owner, designer, builder, operators, and stakeholders together early and keeps them aligned throughout the project. By working as one integrated team, we can identify challenges sooner, challenge assumptions, make informed decisions, and create solutions that support the airport’s long-term success.
Every decision will consider the complete passenger journey—from arrival and parking to ground transportation, the terminal, and departure. The goal is an airport experience that is intuitive, accessible, efficient, and welcoming.
And it should feel like Cleveland.
Inspired by Lake Erie, the city’s industrial heritage, and its spirit of innovation, the design will reflect the character of the North Coast while embracing the future.
The result will be a new front door for Cleveland—a civic gateway that represents the best of the city and region, and provides a comfortable, intuitive experience for arriving and departing passengers at Cleveland for decades to come.

Experience That Aligns With Cleveland
CLEvolution demands a team with experience managing the scale, complexity, and coordination required to transform an active airport environment.
Our team brings that experience from both sides of the equation: major terminal delivery and firsthand knowledge of CLE.
Kansas City International Airport
Harry S. Truman Terminal
Weitz and SOM collaborated to deliver Kansas City’s New Terminal, giving our team direct experience working together on a major airport program of significant size and complexity. That shared experience provides a proven foundation for the collaboration, coordination, and integrated decision-making required to deliver CLEvolution.
Cleveland Hopkins International Airport
Multiple Tenant Structures Design-Build Services
Weitz-Panzica JV’s current work at Cleveland Hopkins International Airport includes airside ground support/service equipment buildings and other facilities supporting airport operations. This firsthand experience provided valuable insight into CLE’s operations, stakeholders, project requirements, and the Cleveland community.
We bring proven collaboration, national aviation expertise, design-build delivery, and local Cleveland knowledge to one team. Together, we are positioned to deliver the next generation of CLE.
Let's Build What's Next for Cleveland
